The platform addresses the persistent structural gap between the region's substantial crude oil production and its limited domestic refining capacity — a gap resulting in significant foreign exchange outflows, fuel price volatility and energy insecurity. Structured to attract blended capital from development finance institutions, private equity and strategic industrial investors.
